Under the new situation, China faces many contradictions and problems in its current personnel structures. The shortage of high-level personnel should arouse special concern, as it has become a bottleneck restricting the country’s socio-economic development.Some existing personnel mechanisms and policies are not adapted to the new situation. System is always the No.1 issue. Over the past 10odd years, with the gradual establishment of a market economic system in China, progress has been made in the reform of the personnel and professional management system.
