Technote (troubleshooting)
Problem(Abstract)
Customer has a working Controller 10.1.x (e.g. 10.1 RTM) application server, which they want to upgrade to a later &Interim Fix& (IF) version of Controller (for example IF6 or whatever).
Administrator launches IF setup program wizard (issetup.exe), and completes the installation wizard. After the wizard finishes, they are asked to reboot the application server. After the server has rebooted, the user launches Controller.
User chooses database. User types in username (e.g. ADM) and password. User clicks OK. An error message appears.
Error Contacting User Manager
Error System.Web.Services.Protocols.SoapException: Server was unable to process request. ---& System.Exception (0x): Automation error The specified service does not exist as an installed service. atFrUserManagerB.UserManagerBClass.GetCurrentUsers(String sGuid, String sUser) at Cognos.Controller.Proxy(CCRWS.UserManager_GetCurrentUsers(String sGuid, String sUser) --- End of inner exception stack trace --- [OK]
I.T. administrator had not stopped all of the IBM-related Windows services before launching the Interim Fix (IF) installation wizard.
Specifically, the administrator had not stopped the service &IBM Cognos Controller User Manager&.
Resolving the problem
The solution depends on the environment:
Sometimes, simply rebooting the application server once again will fix the problem
If this does not solve the problem then it is possible to manually re-register the Controller User Manager Windows service
If the above fails, then unfortunately the Controller server software must be uninstalled/re-installed on the application server.
1. Reboot the Controller application server.
If this fails to solve the problem, go to step 2.
2. Logon to the Controller application server as a Windows administrator
3. Launch a command prompt (START - RUN - &CMD& &Enter&)
4. Type the following command:
sc create frLicServer binpath= &C:\Program Files (x86)\ibm\cognos\c10\server\FrLicServer.exe& DisplayName= &IBM Cognos Controller User Manager& depend= RpcSs
start= auto
The above command assumes that you are using Controller 10.1.1, installed into the default location, on Windows 2008 R2
Naturally the command parameters may have to be modified slightly depending on your environment (for example if you have installed the software into a different location).
5. Reboot the Controller application server
In the (unlikely) event that the above fails, then proceed with the following:
7. Perform standard precautionary tasks.
For example:
Take entire 'snapshot' backup of application server
Backup all Cognos-related databases
Take note/printscreens of all settings inside both &Controller Configuration& and &Cognos Configuration&).
8. Logon to the Controller application server as an administrator
9. Uninstall Controller via &Start - Programs - IBM Cognos 10 - Uninstall IBM Cognos&
10. Re-install Controller base version (for example 10.1.0 RTM or 10.1.1 RTM) that you are trying to create
11. Ensure that all IBM Cognos-related Windows services are stopped.

12. Install relevant Controller 10.1 IF patch (e.g. IF6 or whatever) as per best practice guidelines
13. Configure settings inside both &Controller Configuration& and &Cognos Configuration&
